After Steam Update when you open Counter Strike 1.6.
1.GO TO MOUSE TAB :-  You found these.....

After Steam Update you found an Extra Check-box :-
RAW MOUSE INPUT
Do not enable this option.
Only select MOUSE LOOK and MOUSE FILTER as shown in image.
If you use REVERSE MOUSE then apply.
SENSITIVITY as you want.

2. GO TO VIDEO TAB :- you found these..

Run in a window 
Wait for vertical sync 
Enable HD models if available 
Allow custom addon content
Low video quality. Helps with slower video cards

UNCHECKED THESE OPTIONS.
Best Resolution For CS: 640 x 480
